Description

Reporting to the Manager of Compliance & Training in the Financial Aid and Scholarship office, the Compliance Officer assists with ensuring financial aid delivery complies with all federal, state and institutional regulations. The incumbent assists with the campus Satisfactory Academic Progress program (SAP), the Return to Title IV Aid program, the implementation of the annual student expense budgets, resolving over awards, as well as providing processing and technical support and analysis. Assist in the Quality Assurance Program.  

Under general supervision of the Assistant Director of Compliance & Training incumbent exercises independent responsibilities working within established regulations, policies and procedures, independently initiates actions and follows through to completion or resolution. A performance evaluation is done annually.   



Requirements

A1. Monitor and interpret federal regulations that affect Title IV Programs, university policies that govern student financial aid programs, and provide policy and regulation guidance. (E)
A2. Research and resolve unusual complex situations that arise on a day to day basis related to the office delivery system policies and individual student cases. (E)
A3. Provide technical and processing support concerning compliance related questions and complex situations to the six satellites financial aid units on campus. (E)
A4. Assist with the campus Satisfactory Academic Progress program as mandated by federal regulations including, preparing all forms, reviewing SAP appeals, and compiling the year-end report. (E)
A5. Review and monitor compliance reports that identify potential problems with student files and various internal processes. (E)
A6. Coordinate and conduct reviews and audits of internal processes, "Special Programs" and individual student files to ensure compliance with regulations and accurate interpretation of written policies. (E)
A7. Assist in the processing of "Return to Title IV Aid" calculations and returning financial aid funds to their originating entities. (E)
A8. Assist with the annual implementation of the student expense budgets. (E)

B1. Assist in the development of the financial aid student expense budgets for undergraduate, graduate and professional students during the summer and academic year. Revise the processing section of the policies and procedure manual as well as assisting with training of staff in financial aid processing. (E)
B2. Perform needs analysis and package files in accordance with the summer and academic year financial aid policies and procedures. (E)
B3. Coordinate and assist in the manual revision of student financial aid awards, required as a result of enrollment changes; interact with Information Technology in developing specifications for identifying these students. (E)
B4. Assist with annual changes required for cross-campus summer processing and award of the cross-campus population. (E)
B5. Assist in reviewing Satisfactory Academic Progress appeals submitted by students and interface with campus academic advisors. Provide in depth counseling to students to explain withdrawal calculations SAP requirements and appeal status. (E)

C1. Assist in conducting annual Federal Student Aid (FSA) Assessments required of Quality Assurance schools. (e)
C2. Assist and provide direction for the FSA Assessments team by selecting members, coordinating meetings, creating timelines, developing all FSA Assessment/Activities documentation and developing action plans for taking corrective action when required. (E)
C3. Coordinate the Quality Assurance upload of data for the ISIR Analysis tool. (E)
C4. Utilize the ISIR analysis Tool to identify trends and present findings to the Financial Aid and Scholarship's management team. (E)
C5. Conduct the Quality Assurance Random Sample Verification protocol when required by the Department of Education. (E)
C6. Coordinate the reporting requirements of the Random Sample results. (E)
C7. Analyze the results of the Random Sample and make recommendations regarding changes in verification selection criteria. (E)
C8. Develop, compile, and submit the Quality Assurance reports, surveys, and questionnaires within prescribed deadlines. (E)
C9. Develop and conduct all Quality Assurance Program staff training. (E)
C10. Participate in Quality Assurance conference and training sessions conducted by the Department of Education. (E)

D1. Assist with creating and conducting the "annual" financial aid training sessions to keep all staff abreast with the financial aid delivery system and modifications to processes resulting from federal, state and/or university regulation/policy changes. (E)
D2. Counsel students on all aspects of the financial aid delivery system. (E)
D3. Assist with the completing of the Quality Assurance Annual and Experimental sites report; provide support to the Quality Assurance coordinator in completing the data analysis and providing reports. (E)
D4. Assist in the development of publications and customer literature for summer programs, Satisfactory Academic Progress, and processing withdrawals and other compliance protocols. (E)
D5. Other duties assigned relating to compliance, quality assurance, the delivery of financial aid to students. (E)

Extensive working knowledge of Financial Aid and Scholarships business processes (experience as functional user within a financial aid office for 2-5 years).

Knowledge of the Quality Assurance Program, the QA task cycle and the individual components that make up each cycle.

Ability to read and interpret complex federal, state and University regulations and policies to financial aid.

Knowledge of the Financial Aid Management (FAM) system and Student Records System (SRS), Report Distribution System (RDS), FAM QDB, and the Billing and Receivable System (BAR). Query Data Base (QDB), Cognos Data Warehouse (CDW), and Imaging Software.

Knowledge and utilization of Department of Education web systems and information gathering tools (fsadounload.gov, ifap.ed.gov)

Ability to analyze and complete process flows for complex federal, State, and institutional requirements.

Ability to implement and maintain vendor-software independently (review training manuals, work with vendor and campus entities during implementation, maximize efficient utilization of software capabilities with an annual improvement cycle.)

Skill in performing accurately with heavy workload requirements and the ability to use effective time management skills in order to prioritize tasks to accomplish goals with established time frames.

Ability to work effectively both in groups and independently. Ability to develop training materials and present effective training workshops to other staff members..

Skill in effectively communicating orally and in written form using concise logical and grammatically correct statements.

Ability to understand and exercise "Professional Judgment" when reviewing student financial aid files.

Skill in resolving complex student financial aid related issues.

Ability to work effectively and accurately with frequent interruptions and/or distractions.

Interpersonal skills to establish and maintain cooperative working relationships with staff, faculty and peers.

Ability to effectively use a personal computer for desktop applications such as Microsoft Word, Excel, Access, Powerpoint, Publishing, MyFAO, National Student Loan Data System (NSLDS), CPS Online and Common Origination Disbursement (COD).
