Description
Job DescriptionThe Implementation Project Manager leads RCM system DEPLOYMENT projects across King's College Hospital Dubai and satellite locations. This is a PROJECT-FOCUSED role managing implementation from initiation through go-live and hyper care for RCM management position.
Reporting to the Director of Technology, this Dubai-based project manager oversees project planning, vendor coordination, NABIDH integration deployment, Dubai payer connectivity implementation, data migration, testing, training, and go-live management.
The role requires healthcare IT project management expertise with specific experience deploying RCM systems in Dubai, including DHA regulatory approvals, NABIDH onboarding, and Dubai insurance company technical integrations.
Responsibilities
RCM System Deployment Project Planning & Execution
- Lead comprehensive project planning for RCM system deployment across KCH Dubai locations.
- Develop detailed implementation project plan: scope, WBS, schedule, resource allocation, budget, risk management, governance.
- Establish project organization: steering committee, workstream leads (clinical, finance, IT, training), project team structure, RACI matrices, decision protocols.
- Apply appropriate methodologies (Waterfall, Agile, Hybrid) using MS Project, Jira, or Smartsheet for project tracking.
- Coordinate multi-phase deployment rollout: pilot location selection, phased go-live strategy, parallel run planning, cutover execution, production transition.
- Manage project critical path, dependencies, resource loading, and schedule optimization to deliver on time and within budget.
RCM Technology: Deployment & Integration
- Oversee deployment of new RCM software and technology platforms in Dubai healthcare environment.
- Manage NABIDH integration project: coordinate DHA onboarding application, HL7 v2.5.1 interface development and testing, SDWAN connectivity setup, DHA technical reviews, NABIDH MDS compliance validation, go-live approval from DHA.
- Lead Dubai payer integration projects: coordinate technical integrations with Daman provider portal, AXA authorization system, Oman Insurance claim submission, Dubai Insurance interfaces, Saada system connectivity.
- Oversee data migration project activities: legacy data extraction, cleansing, transformation, test migration cycles, production cutover, data validation, reconciliation.
- Coordinate go-live technical activities: system cutover execution, interface activation, user access provisioning, production monitoring, issue triage during go-live weekend.
Stakeholder & Vendor Management
- Serve as primary project contact for KCH stakeholders during implementation. Manage project relationships with insurance companies for technical integration requirements during deployment.
- Coordinate with DHA authorities on NABIDH implementation project: technical specification submission, approval workflows, compliance validation.
- Engage C-suite executives (CDIO, CFO, CMO, CNO) with project status updates, steering committee meetings, go/no-go decision presentations using RAG dashboards.
- Facilitate project workshops with Dubai clinical staff, finance teams, IT personnel, and end users for requirements validation, design reviews, UAT coordination.
- Manage project vendor relationships: RCM software vendor, system integrator, HL7 interface developer, training provider.
- Oversee vendor performance against project SLAs, quality gates, and implementation timelines. Coordinate payment milestones aligned with project deliverable completion.
DHA Regulatory Compliance & Implementation Risk Management
- Ensure RCM system implementation complies with DHA requirements for healthcare IT systems in Dubai facilities.
- Coordinate NABIDH onboarding project compliance: complete DHA application process, submit technical documentation, pass DHA technical review, obtain NABIDH go-live approval.
- Validate system configurations meet Dubai regulatory.
Requirements:
- DHA data protection controls, audit logging, reporting capabilities. Ensure implementation project maintains JCI technology standards.
- Identify and manage project risks: technical (interface failures, NABIDH connectivity issues), organizational (change resistance, resource availability), regulatory (DHA non-compliance), vendor performance, financial (budget overruns), schedule (delays to go-live).
- Develop project risk mitigation strategies: contingency plans, workarounds, fallback procedures.
- Manage project issues through root cause analysis, resolution planning, escalation protocols.
- Plan business continuity for go-live: minimize downtime, ensure fallback procedures, develop rollback plans if needed.
Project Team Leadership & Budget Management
- Build and lead cross-functional implementation project teams: business analysts, interface developers, database administrators, infrastructure engineers, security specialists, testing coordinators, training specialists, clinical super users.
- Conduct effective project meetings: daily standups during critical phases, weekly status meetings, steering committee presentations, vendor checkpoint meetings, go/no-go decision sessions.
- Manage project team capacity, task assignments, and deliverable ownership throughout implementation.
- Mentor implementation team members on project methodologies and Dubai-specific requirements.
- Develop comprehensive implementation project budget: software licensing, implementation services, HL7 development, NABIDH connectivity fees, training delivery, data migration services, hardware, contingency.
- Track project budget performance: monitor actual vs. planned spend, variance analysis, forecast to complete, burn rate monitoring, cost performance index (CPI).
- Manage project financial approvals, purchase orders, vendor invoicing aligned to milestone completion.
Change Management, Training & Project Closeout
- Apply change management frameworks (ADKAR, Kotter, Prosci) specifically for technology implementation and system change.
- Conduct organizational readiness assessments for system implementation project.
- Create and execute implementation communication plan: project updates, training announcements, go-live preparation, hyper care support information.
- Oversee training delivery project: needs analysis, role-based curriculum development, training material creation, classroom/e-learning delivery, train-the-trainer execution, super user program establishment.
- Establish super user network for go-live support with defined responsibilities during and after implementation.
- Coordinate go-live war room operations and 4-8-week hyper care period with dedicated project support resources.
- Monitor user adoption during post-implementation phase through usage analytics and feedback collection.
- Define project success criteria and KPIs for implementation: on-time delivery, budget adherence, scope completion, successful go-live with no critical issues, user acceptance scores.
- Conduct post-implementation review: analyze project timeline vs. plan, budget performance, lessons learned, stakeholder satisfaction.
- Document project artifacts: project charter, implementation plan, technical specifications, test results, training materials, lessons learned, closeout report.
- Transition system to operational support: handover to IT operations, transfer knowledge to application support team, document operational procedures.
- Formally close implementation project: obtain final signoffs, release project resources, archive project documentation.
Qualifications
Education
• Bachelor's degree in IT, Healthcare Management, or Business Administration (MANDATORY).
• Master's degree in MBA, or Information Systems STRONGLY PREFERRED.
• PMP (Project Management Professional) certification MANDATORY. PRINCE2, PMI-ACP certifications highly advantageous.
• CPHIMS or CAHIMS certifications highly preferred. Lean Six Sigma or change management certifications (Prosci, ACMP) beneficial.
Experience
- 7-10 years progressive project management experience in healthcare IT implementations (REQUIRED).
- 5-7 years managing RCM system implementation projects in hospital settings with proven successful go-lives (ESSENTIAL).
- 3-5 years project delivery experience in Dubai healthcare sector (MANDATORY - Dubai project experience required).
- Proven experience deploying healthcare systems in Dubai with DHA regulatory approval and NABIDH integration (ESSENTIAL).
- Experience managing implementation projects from planning through go-live and closeout.
- Multi-site, multi-stakeholder healthcare IT deployment project experience.
- JCI-accredited facility system implementations in Dubai. This is about project implementation experience, not operational management experience.
Training & Knowledge
Healthcare IT Project Management (CRITICAL):
- Expert knowledge of project management methodologies: Waterfall for structured implementations, Agile for iterative development, Hybrid approaches for complex projects.
- Advanced proficiency with PM tools: MS Project for scheduling, Jira for Agile projects, Smartsheet for collaboration.
- Deep understanding of healthcare IT implementation project lifecycles: planning, design, build, test, train, deploy, support.
- Experience with go-live management: cutover planning, production transition, war room operations, hyper care support.
- Knowledge of data migration methodologies: ETL processes, data validation, cutover execution. Understanding of healthcare system integration: HL7, FHIR, interface development, testing protocols.
- Change management expertise for technology implementations.
- Deep understanding of Dubai healthcare IT landscape and system implementation requirements in Dubai facilities.

- Knowledge of JCI technology standards for Dubai healthcare facility accreditation.
- Experience with DHA inspections and approvals for new healthcare IT system deployments.
RCM System Implementation & Project Leadership:
- Understanding of RCM system implementation requirements and workflows from a project implementation perspective.
- Knowledge of major RCM platforms: Epic, Cerner, Oracle Healthcare, Allscripts, McKesson, MEDITECH - specifically their implementation methodologies.
- Familiarity with RCM system configuration for go-live: master data setup, interface configuration, workflow design, security setup.
- Understanding of RCM testing requirements: unit testing, system testing, integration testing, UAT coordination.
- Knowledge of RCM training requirements: role-based training, super user programs, end-user training delivery.
- Proven ability to lead cross-functional project teams in matrix organizations during implementation projects.
- Excellent stakeholder management with ability to present project status to C-level executives. Strong facilitation skills for project workshops, requirements sessions, design reviews, go-live readiness meetings.
- Negotiation and conflict resolution skills for managing project scope, timelines, and resources. Outstanding presentation skills for steering committees and executive audiences.
- Fluency in English REQUIRED.
